What is Environmental Impact Assessment (EIA)?
The Environmental Impact Assessment (EIA) is a procedure for new development projects which might affect the surrounding environment. The EIA is a requirement of major international agencies such as the World Bank and the European Investment Bank.
It is an assessment study which identifies all the negative and positive environmental effects that might arise during the construction and operation of a new development project such as the Damascus Metro Green Line. It aims to avoid the environmentally sensitive areas, minimize the negative impacts, and enhance positive impacts.
What are the main components of the EIA?
The EIA has four main components:
- Baseline data.
- Impact assessment.
- Mitigation measures.
- Environmental Management Plan (EMP).
What are the main objectives of the EIA?
- Identification and assessment of the harmful and beneficial environmental impacts of the project.
- Proposal of mitigation measures to lessen the negative impacts of the project.
- Proposal of a monitoring plan during construction and operation of the metro to aid impact management and to improve mitigation methods.
- Public participation/consultation.

- It identifies and assesses the favourable and unfavourable effects of the metro project on the environment prior to the initiation of the project.
- It provides an environmental management plan outlining mitigation measures and a monitoring plan during construction and operation of the project:
- Mitigation measures help to avoid or minimize to the extent possible any negative effect that may occur during the project life cycle.
- A monitoring plan lays out the monitoring procedures for the project. It ensures that the project is not exceeding relevant standards and criteria and also that the proposed mitigation measures are being properly implemented.
- It helps provide warning signs in case of unanticipated or greater than expected impacts.
