Partners involved in the project

The Green Line project has involved key partners from the beginning of the preliminary studies.
This partnership includes Damascus Governorate (Directorate of Traffic and Transport Engineering), the European Investment Bank, and the French-Lebanese joint-venture carrying out the implementation options study.


Damascus Governorate


The Governorate of Damascus, through the Directorate of Traffic and Transport Engineering, is in charge of supervising this project from the preliminary studies to the operation phase. The Metro project management unit is currently managing the preliminary studies, which is being carried out by international consultants.


The European Investment Bank


These preliminary studies are funded by a grant from the European Union, under its Facility for Euro-Mediterranean Investment and Partnership (FEMIP).
The European Investment Bank (the Banque Européenne d’Investissement) is the European Union’s financing institution and was established in 1958 under the Treaty of Rome to provide financing for capital investment furthering European Union policy objectives, in particular regional development, Trans-European Networks of transport, telecommunications and energy, research, development and innovation, environmental improvement and protection, health and education.
In 2006, the European Investment Bank lent 45.7 billion euros in support of the objectives of the European Union: 39.8 billion in the Member States of the Union and 5.9 billion in the partner countries.
The EIB is active both inside and outside the European Union. The majority of EIB lending is attributed to promoters in the EU countries (87% in 2006) supporting the continued development and integration of the Union. Outside the Union, EIB lending is governed by a series of mandates from the European Union in support of EU development and cooperation policies in partner countries. With a current investment portfolio in more than 130 countries, the EIB is increasingly involved in lending operations outside the European Union. Its support for projects in South Africa, Asia, Balkans, the Middle East, and Latin America constitutes a significant portion of lending under the EU’s external development and economic cooperation programmes.

Facility for Euro-Mediterranean Investment and Partnership (FEMIP)

FEMIP brings together the whole range of services provided by the EIB to assist the economic development of the Mediterranean partner countries. Operational since October 2002, FEMIP is now the key player in the economic and financial partnership between Europe and the Mediterranean, with financing operations worth almost EUR 6 billion mounted between October 2002 and December 2006.
As part of the Barcelona Process and the European Neighbourhood Policy, FEMIP encourages the modernisation and opening-up of the economies of the Mediterranean partner countries. Activities are focused on two priority areas: support for the private sector and creating an investment-friendly environment.

The EIB in Syria

The European Investment Bank supports several infrastructure projects in the Middle East, particularly in Syria. Since October 2002, 635 millions Euros were invested in Syria, in different sectors: electricity, healthcare, telecommunications, and transportation.

The French-Lebanese joint venture

The French-Lebanese consortium SYSTRA / KHATIB&ALAMI is in charge of carrying out the implementation options study (preliminary studies) under the patronage of Damascus Governorate.
